A revised set of plans and supporting documents have been submitted by Pegasus, with significant changes made. Harlington Village Action Group (HVAG) are continuing to campaign against this development.
 
We wish to inform residents of the new proposals and to advise that the consultation period for bjections/comments to the Council ends on September 9th.

Objection submissions should clearly state and quote 'object to the development', otherwise it will be treated as a comment.

Our concerns with the new development proposals are as follows:

• The site is entirely within the Green Belt. It should not be classed as "Grey Belt."

• Green Belt boundaries can only be changed through the Local Plan process (NPPF 2024, paragraph 145). CBC is still consulting on whether to include this site in the Local Plan, and that process should be completed first.

• The site is not yet part of the adopted Local Plan. Approving this application now would undermine the whole point of having an adopted Local Plan.

• Part of this site borders the new Castlefields development, which is currently being built. This proposal would effectively extend that site, breaching the highway conditions attached to its original approval.

• The application ignores the combined traffic impact of other approved Local Plan sites, which already use the A5120/B5120 and M1 Junction 12 — roads that are badly congested today.

• Policy SP4 (para 8.8.1) on Coalescence: the Council must protect the open countryside between Toddington, Westoning and Harlington from development. This proposal breaches that policy.

• The development pushes urban building into the countryside, breaching Policy EE5, which protects landscape quality. The proposed landscaping doesn't make up for the loss of this rural setting.

• The Local Plan already provides for 538 new homes here. Adding a further 720 would be unsustainable and would urbanise the Green Belt.
